§ 20.20.060. Improvements—Required—Subdivider responsibility.

  • A.

    The subdivider shall improve, at his own expense and within a period of twenty-four months, in accordance with plans and specifications as approved by the city engineer and city council, all lands shown on the final plat designed as streets, highways, public ways and easements with the following improvements:

    1.

    All grading and drainage;

    2.

    Installation to grade in location as shown, and to a depth and of a material as specified, all sanitary, storm or surface water drain pipes and mains, together with manhole laterals and catch basins in a manner and at a place as approved by the city engineer;

    3.

    Construction of adequate and permanent culverts, bridges and other similar structures at points where needed. Such construction to be in conformity with current State Highway Department specifications and city practice;

    4.

    Installation of all fire hydrants of such size and location as designated by the fire chief of the city shown on the map submitted to the bonding agency;

    5.

    Provision and installation of all street signs as required and shown on the plans submitted and approved, and in a manner, location and size as directed by the city engineer;

    6.

    Installation of all sidewalks and all curbs and gutters and other improvements as required by the terms of this title;

    7.

    Provision and installation of suitable nonclimbable fencing or other alternate and adequate means of protection where any ditch or natural watercourse constitutes or creates a hazard within the proposed development;

    8.

    Improvement of all dedicated walkways where shown by five-foot concrete paving and a minimum three-foot chain link fence on both sides of same on all open ditches, where the same are allowed;

    9.

    Paving and sealing of all streets shall be installed and shall meet city engineering standards;

    10.

    All alleys shall be graded and finished with a minimum of four inches of compacted gravel;

    11.

    Installation of water distribution system including mains, services to property line of each lot, and all valves, fittings and service boxes as required;

    12.

    Installation of street lights and standards at approved locations;

    13.

    Installation of underground electrical system where required. Where overhead electrical system would be provided by the city, the subdivider shall be charged the difference in costs between costs of overhead and underground system;

    14.

    Installation of traffic signs as required by the city.

    B.

    Truck line sewers, channels for flood control, improvements not solely for the benefit of the subdivision concerned, and full improvements of those routes designated primary or secondary on the master plan of streets and highways of the city, may not be required of this section, unless included within the subdivider's agreement. If greater than normal rights-of-way improvements are required, the subdivider shall be responsible only for the installation of that portion of the right-of-way which would normally be charged against him.
