    Whenever application shall be made to the city council for any franchise, license, permit or authority specified in Section 13.28.010, or for any renewal or extension thereof, the applicant shall furnish to the city council six copies of the proposed resolution granting or authorizing the same, which shall contain full information and exact engineering data concerning the franchise, license, permit or authority desired, and upon receipt of such application, the city council shall either reject the same or set the same for hearing at a meeting of the city council to be held not less than thirteen days thereafter. The applicant shall thereupon cause to be published at his own expense a copy of such proposed resolution, together with notice of the time at which the same will be heard by the city council, in at least two issues, one week apart, of a newspaper of general circulation published in the city and an affidavit of such publication shall be filed with the city clerk before the time fixed for such hearing.
