§ 13.28.010. Compliance with chapter prerequisite to authorization.

No franchise, license, permit or authority to locate, construct, lay, maintain or operate any railroad or tramway or track therefor nor to construct, maintain or operate gas, electric or other lighting works, in, upon, along, through or across any street, alley, avenue or other public place, or any part thereof, within the city, shall be hereafter authorized or granted, except in the manner set forth in this chapter.
