§ 17.08.010. Construction permits required.

It is unlawful for any person to construct, or to commence the construction of any building or other structure, without first making application to, and receiving a permit from the city engineer. Construction, for the purposes of this section, shall be defined to include the erection of a building, fence, sign or other structure, plumbing mechanical, electrical, excavation and other work covered in the codes adopted under Section 17.04.010.
