    The city is situated partly in the potential floodplain area known as the New River Drain. The floodplain area of the city may be subject to periodic inundation which results in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety and general welfare.

    B.

    These potential flood losses may be caused by uses that are inadequately elevated, floodproofed or protected from flood damage. The cumulative effect of obstructions in areas of special flood hazards which increase flood heights and velocities may also contribute to potential flood loss.

    The areas of special flood hazard identified by the Federal Emergency Management Agency (FEMA) in the "Flood Insurance Study (FIS) for the City of Fallon Nevada Churchill County" dated January 6, 1999, with accompanying flood insurance rate maps (FIRMs) and flood boundary and floodway maps (FBFMs), dated January 6, 1999, and all subsequent amendments and/or revisions, are hereby adopted by reference and declared to be a part of this section. This FIS and attendant mapping is the minimum area of applicability of the ordinance and may be supplemented by studies for other areas which allow implementation of this ordinance and which are recommended to the city council by the floodplain administrator. The study, FIRMs and FBFMs are on file at the city of Fallon Engineering Department, City Hall, 55 West Williams Avenue, Fallon, Nevada.

    D.

    Federal regulations for the NFIP require that, as a minimum, the city must adopt the federal floodplain management requirements as a condition for entering the NFIP. Participation in the NFIP is a requirement for eligibility for flood insurance for property owners, financing and mortgage funds in special flood hazard areas and federal grants-in-aid for any activities in special flood hazard areas. The floodplain management provisions of this chapter satisfy the federal requirements.
