§ 11.08.070. Leases—Requirements—Services to be provided.

  • All commercial facilities at the airport shall be operated only after proper leases have been obtained from the city in accordance with the provisions of this chapter. A lessee shall furnish facilities and services in accord with the appropriate provisions of this section, which cover the services to be provided. Failure of a lease to provide those services incorporated in his lease and as specified in this section shall be grounds for the revocation of the lease. Requirements for each type of service to be provided are as follows:

    A.

    A lessee authorized to provide gasoline, oil, greases, lubricants, fuel and other equipment or supplies used in the propulsion of aircraft must furnish appropriate storage together with proper fuel filters and dispensing equipment. All storage tanks shall be installed in accordance with Federal Aviation Administration safety requirements and approved by the city engineer. The lessee must furnish aviation fuels and lubricants to the public. Fueling may be accomplished from trucks provided all safety requirements of the Federal Aviation Administration and the city are met.

    B.

    A lessee authorized to furnish an aircraft rental service must furnish one two-seat aircraft and hangar storage therefor.

    C.

    A lessee authorized to operate a transportation system by aircraft for the carriage of persons, property and cargo on trips originating from Fallon must furnish at least a four-place aircraft, together with hangar storage for said aircraft.

    D.

    A lessee authorized to operate a ground school and give flight instruction must furnish a two-place dual-control aircraft together with hangar facilities for the storage of the same and a room with adequate toilet facilities for the giving of ground school instructions.

    E.

    A lessee authorized to furnish aircraft charter service, patrol service, photo service and other services of like nature must furnish at least a two-seat aircraft, together with hangar facilities for the storage of the same.

    F.

    A lessee authorized to furnish food and beverage, whether for consumption at the airport or in flight, must furnish a grade "A" food preparation establishment as defined by the State Board of Health, together with toilet facilities for patrons.

    G.

    A lessee authorized to furnish facilities for the rebuilding of aircraft engines, overhauling aircraft, including all items necessary for inspection and licensing and relicensing, must provide appropriate hangar facilities, together with all equipment necessary for the conducting of such an enterprise.

    H.

    A lessee authorized to install a shop for the repair of radio communications, meterological and aerial navigation equipment must furnish an appropriate facility, together with all equipment necessary therefor.

    I.

    A lessee authorized to provide agricultural application must conduct its operations so as to comply with all local traffic rules; to provide for the loading of chemicals in an area designated by the city; to provide chemical storage and protection; and shall agree to be bound by good sanitary practices as established by the Federal Department of Agriculture and the state.
